African Development Bank’s Vice President Visits Minister of Agriculture to Cultivate Future Growth

The ATASP-1 National Office hosted a bid opening exercise for the supply of farm inputs in Anambra and Enugu States (Adani-Omor Zone) on the 4th of April, 2024. The event saw the participation of various bidder representatives who arrived and registered for the exercise.
NPC Ibrahim Muhammad Arabi delivered a warm welcome address to kick off the proceedings, setting the tone for the day. Following this, National Procurement Officer, Abubakar Mahmoud, declared and closed the bid submission, ensuring a fair and transparent process.
Officials and bidders’ representatives were then introduced, creating an atmosphere of collaboration and engagement. The procurement team took charge of opening the bids, carefully reviewing each submission.

In a groundbreaking development in the field of infrastructure monitoring and evaluation, a meeting was held today, Tuesday 26th March 2024, at the prestigious Top Rank Hotels in Garki, Abuja. The meeting was called by Ibrahim Muhammad Arabi, National Program Coordinator (NPC) Agricultural Transformation Agenda Support Program Phase One (ATASP-1) on Remote Appraisal Supervision Monitoring and Evaluation Solution (RASME), marking a significant step forward in the tracking of infrastructure development projects.
Arabi warmly welcomed all attendees in his opening remarks, shedding light on the purpose of the sudden invitation to the meeting. It was revealed that the meeting was prompted by a letter from the African Development Bank (AFDB), urging the resumption of the RASME monitoring strategy. This strategy had been previously introduced during a training session at the bank in 2023.
The primary objective of the meeting was to familiarize the participants, including Zonal Program Coordinators, Engineers, Environmental Officers, M&E Officers, and Admin officers, with the procedures of the RASME system.
Arabi emphasized the importance of the RASME system in tracking the progress of infrastructure projects. He highlighted the need for accuracy and attention to detail in capturing data to ensure effective monitoring and evaluation.
During the meeting, a demonstration of the RASME system was provided, guiding the attendees through the process of capturing and reporting data. He underscored the significance of the training in preparing the staff for the monitoring exercise.
The meeting concluded on a positive note, with staff members feeling equipped and ready to implement the RASME monitoring strategy. The NPC expressed his appreciation for their participation and urged them to apply their knowledge diligently in monitoring ATASP-1 infrastructure projects.
With the RASME system now in place, the National Program Coordinator and ATASP-1 Staff are poised to embark on a new phase of monitoring and evaluation, ensuring that development projects are tracked and assessed accurately for the benefit of all stakeholders involved.
From February 22nd to 26th, 2024, a delegation comprising members from the Federal Ministry of Finance and the Federal Ministry of Agriculture and Food Security embarked on a mission to the Agricultural Transformation Agenda Support Programme Phase-1 (ATASP-1) in the Kano-Jigawa Zone. The team, led by Dr. Akande Oyesola, Assistant Director at the Federal Ministry of Finance, visited several projects in Kano State to assess progress and implementation.
Accompanied by the National Project Coordinator (NPC), Ibrahim Mohammad Arabi, and the Zonal Project Coordinator (ZPC), Dr. Auwalu Ado Shehu, the delegation inspected key agricultural initiatives by the Program.
These included the Bunkure Irrigation Scheme, the Zangon Buhari Seed Processors and Fabricators, the Yantsaba Community Market, and the Gafan Rehabilitation Projects, all located within the Bunkure Local Government Areas.
In addition to project inspections, the mission also included a courtesy visit to Dr. Faruk Kurawa, the Managing Director of the Kano State Agricultural and Rural Development Authority.
During this meeting, discussions were held on the ongoing projects spearheaded by ATASP-1 in Kano State, with a particular focus on issues related to Counterpart Funding. This visit underscores the federal government’s commitment to enhancing agricultural development and food security through collaborative efforts and strategic partnerships.
The 2024 edition of the Borrowers Mission/ATASP-1 team embarked on a significant visit to project sites in the Bida-Badeggi Staple Crops Processing Zone from 11th-12th March, 2024. Led by officials from the Federal Ministry of Finance and the Federal Ministry of Agriculture and Food Security, the team delved into various projects aimed at revolutionizing the agricultural sector.
During their visit, the delegation inspected crucial projects including a clinic and solar motorized borehole in Mongorota community, Gbako Local Government Area, an 18km BataaNdaba road in Wushishi Local Government Area, a 20km Edozhigi Irrigation waterways conveyance system with hydraulic structures and field canals, a 5km Bakeko-Lafiagi double coat surface dressed road, and a 2km Agaie-Boroko double coat surface dressed road.
The team engaged with a group of farmers in the area who expressed their appreciation for the impact of ATASP-1 projects, GAPs trainings, and the National Agricultural Growth Scheme’s Agro Pocket (NAGS-AP) on their farming businesses. The farmers also conveyed their readiness for the upcoming dry season farming activities.
Dr. Oyebola Akande, an Assistant Director at the Federal Ministry of Finance, addressed the farmers, emphasizing the visit’s objective to assess the projects’ state and their effects on the local communities. She reassured the farmers of the government’s commitment to completing the projects and dispelled any notions of a witch-hunt.
Dr. Peter Kush, Director II Project Coordinating Unit at the Federal Ministry of Agriculture and Food Security, highlighted the mission’s aim to ensure value for the borrowed funds and stressed the importance of state government support through counterpart funding to enhance project outcomes.
The visit not only provided a comprehensive overview of the projects but also showcased the collaborative efforts towards agricultural transformation in the Bida-Badeggi Zone. The 14th ATASP-1 Expanded Management Meeting held at the Nicon Luxury Hotel in Garki, Abuja on the 15th of February, 2024, was a resounding success. The meeting brought together key stakeholders from various departments within the Agricultural Transformation Agenda Support Program Phase One (ATASP-1) to discuss progress, challenges, and the way forward for the program.
The meeting kicked off with remarks from the Director of the Project Coordinating Unit (PCU), Dr. Bukar Musa, who highlighted the importance of collaboration and coordination among all departments to ensure the successful implementation of ATASP-1.
This was followed by insights from Tab I Karikari the Task Team Manager (TTM) from the African Development Bank (AfDB), who commended the efforts of the team and emphasized the need for continued dedication to achieving the program’s objectives.
Presentations were then made by the National Management Staff, covering a wide range of topics including engineering, environment, procurement, accounting, audit, monitoring and evaluation, outreach, agribusiness, gender and social development, administration, communications, and ICT. Enugu Community Leaders Applaud ATASP-1 for Modern Health Clinic in Rural Area
The residents of Ibenda autonomous community in Udenu Local Government Area of Enugu state have expressed their gratitude towards the Agricultural Transformation Agenda Support Program Phase One (ATASP-1) for providing them with access to high-quality healthcare, thereby enhancing food productivity and improving their quality of life.
During the official unveiling of the newly equipped 14 Bed Health Clinic, built under ATASP-1, on Saturday, November 11, 2023, the Traditional ruler of the community, HRH Igwe Remigius Ogbuishi, spoke on behalf of his subjects and described the commencement of healthcare services at the clinic as a dream come true for the community. He extended his appreciation to the management of ATASP-1, Adani-Omor zone, for providing them with a high-quality healthcare center, and also thanked the Enugu state government for their support of the program in the state.
Dr. Romanus Egba, the Zonal Programme Coordinator of ATASP-1 Adani-Omor Zone, explained that the project was established in response to a needs assessment conducted in the community. He expressed his joy that the clinic has now begun providing the much-needed medical services to the residents.
Egba also expressed his gratitude to Enugu State Governor, Dr. Peter Mbah, for the tremendous support his administration has provided to the program, including the approval of counterpart funding. He emphasized that this funding has enabled the construction of perimeter fencing and staff quarters at the health clinic, ensuring adequate security and proper service delivery.
Pharmacist Casimir Odo, the Chairman of Ibenda Community Project Management Committee, described the establishment of the clinic as a turning point in the history of healthcare delivery in Ibenda autonomous community. He highlighted the community’s heavy reliance on traditional medical practices due to the absence of a healthcare facility in the area. Odo expressed his joy and assured that the facility would be secured and well-maintained.
Dr. Ernest Ugwu, the President General of Ibenda town union, conveyed his gratitude to ATASP-1 for coming to the rescue of the community, considering it a legacy project.
The event included an inspection of the wards and facilities provided under ATASP-1 by the management team, led by Dr. Romanus Egba, as well as members of the Ibenda Community Project Management Committee, led by Chief Casimir Odo. The traditional ruler of the community, Igwe Remigius Ogbuishi, officially opened the center, marking a significant milestone for the community.
The Niger State Commissioner for Agriculture and Food Security paid a visit to the ATASP-1 National Office. The National Program Coordinator, Ibrahim Muhammad Arabi, warmly received the Commissioner and his team, which included the State Permanent Secretary of Agriculture, Yakubu Mohammed Bello, Hassan Kontagora, the Projects Coordinator for Niger State, and other notable figures.
During the visit, the National Program Coordinator expressed gratitude for the Commissioner’s visit and requested the provision of counterpart funds from the state to aid the development projects in the state.
In response, the Commissioner assured that the state would do its utmost to provide the necessary funds to ensure the smooth and timely execution of the projects. He added praises towards the implementation of the Program .

In a significant move to enhance agricultural productivity and support small-scale farmers, the Nigerian Government has announced the implementation of the National Agricultural Growth Scheme on Agro-Pocket (NAGS-AP) in Niger, Kebbi, Jigawa, Kano, and Sokoto states. This program, which aims to replace the previous Growth Enhancement Support (GES) initiative, is being carried out through the Agricultural Transformation Agenda Support Programme Phase One (ATASP-1), with funding from the African Development Bank (AfDB).
Dr. Ernest Umakhihe, the Permanent Secretary of the Federal Ministry of Agriculture and Rural Development, highlighted that the primary objective of the (NAGS-AP) is to increase the production of rice, maize, sorghum, and soybean by providing relevant farm inputs to small-scale farmers during both the wet and dry seasons. This initiative aims to support approximately 60,000 farmers in 26 Local Government Areas across the five ATASP-1 states, focusing on the cultivation of rice, maize, and sorghum. These farmers will receive critical farm inputs such as fertilizers, seeds, and agrochemicals through an ICT-based delivery platform. The ultimate goal is to enhance their productivity, livelihoods, and incomes.
One notable aspect of the (NAGS-AP) is the implementation of an ICT platform, which will not only facilitate the evaluation of the program’s performance but also ensure transparency and accountability by tracking transactions between the beneficiary farmers and input providers.
The program also targets the support of 250,000 wheat farmers by providing them with essential farm inputs for the production of priority crops. The expected output of 1,250,000 metric tons will contribute to the country’s food reserves, thereby reducing dependency on foreign imports of these products.
Ibrahim Muhammad Arabi, the National Program Coordinator of ATASP-1, emphasized that the objectives of the (NAGS-AP) align with those of ATASP-1. These objectives include ensuring food nutrition and security, generating employment, and creating wealth for beneficiaries along the cassava, rice, and sorghum value chains on a sustainable basis. Additionally, the program aims to attract private sector investments in agriculture, reduce post-harvest losses, add value to local agricultural produce, develop rural infrastructure, and enhance access to financial services and markets for farmers and other value chain actors.
With the introduction of the (NAGS-AP), the Nigerian government aims to revolutionize the agricultural sector, promote sustainable farming practices, and empower small-scale farmers. This initiative is expected to have a positive impact in the Nigerian economy generally.
Monitoring and Evaluation Officials from the Project Coordinating Unit (PCU) of the Federal Ministry of Agriculture and Rural Development (FMARD), Anambra State 5th July 2023 visited sites of ongoing economic infrastructure projects at Ifite-Ogwari and Omor in Ayamelum Local Government Area of Anambra state as one of their surpervisory responsibilities on Federal Government donor funded projects in the State.
The officers, Mr. Vincent Okeke and Mr Samuel Ekwolo were led to the sites by Dr. JohnPaul Onyekineso, Zonal Monitoring and Evaluation Officer, ATASP-1 Adani-Omor Zone.
The sites visited include the Lower Anambra Irrigation Project, LAIP pumping station at Ifite Ogwari as well as West Main and East Main Canal Lining project sites at Omor.
The team led by Mr Vincent Okeke, thanked the Federal Government and ATASP-1 in their efforts to deliver the projects, saying that when the projects are completed, food production will increase, thereby increasing the income of farmers, jobs will be created and other economic activities will kick off.
The State and Federal Government revenue will also be increased, including the national food basket.
However, Mr Vincent also pleaded for a speedy delivery of the pump station and canals to enable the farmers produce more food in the dry season.

ATASP-1 Adani-Omor Management led by the ZPC, R.S Egba on Wednesday hosted community leaders from Omor, Umumbo and Ifite-Ogwari in Ayamelum Local Government Area of Anambra state on its second phase of Strategic Stakeholders Meeting on Economic Infrastructure.
The meeting held at the ATASP-1 Adani-Omor Zonal Headquarters, Awka was attended by the Traditional Ruler of Umumbo, HRM Igwe Simeon Chidubem, the President Generals, Women Leaders and Youth Leaders of the invited communities as well as top management staff of the program.
Among the key decisions reached at the meeting included closer collaboration between the community leaders and the program for improved project monitoring, security in project areas, community support, and better utilization of the economic and social infrastructure projects constructed under ATASP-1, How to get the Transformer to be installed at the pumping station, sensitive the youths to work as casual workers at a minimum cost etc.
The meeting also agreed that the program would host such strategic stakeholders meetings every quarter to ensure that community leaders' greater involvement in the efforts towards early completion of the projects.
The Agricultural Transformation Agenda Support Program Phase-One (ATASP-1), Adani-Omor Zonal Staple Crops Processing Implementation Unit has presented different Agricultural Enhancement Equipments to five farmers’ cooperative groups out of 13 benefiting communities in Anambra State.
The presentation was made during the official flag-off of the 2023 farming season in Anambra state on Thursday, June 15, 2023 by the Anambra State Deputy Governor, Dr Onyeka Ibezim alongside the State Commissioner for Agriculture, Dr. Forster Ihejiofor and the Chairman Anambra State Council of Traditional Rulers Council, the Obi of Onitsha, Igwe Alfred Nnaemeka Achebe.
The beneficiaries of the Agricultural Enhancement Equipment include the Obioma Farmers’ Cooperative, Umumbo, Orji-Ugo Farmers’ Cooperative, Anaku (Ayamelum LGA); Obinwanne Farmers’ Cooperative, Awgbu & Ifeadigo Farmers’ Cooperative, Awa (Orumba North LGA) as well as Isuofia farmers. The Umumbo farmers took home Mobile Thresher, Rubber-Mill, Rice Destoner and Dryer machines as well as Handheld Planter. Anaku farmers, received Mobile Thresher and Knap sack sprayer. Meanwhile, Awgbu and Awa farmers, were empowered with One Hammer Mill and Knap Sack Sprayer each while Isuofia farmers received Cassava Grater, three Knap Sack and a Handheld Planter.
ATASP-1 Adani-Omor Zonal Program Coordinator told newsmen that a total of 13 farmers groups across Anambra State would benefit from the initiative in the state and that the beneficiaries were selected based on needs assessment done by the program.
These agricultural enhancement machines were procured and distributed to various farmers cooperative groups based on their needs. We are giving them because we felt that farmers we are supporting in our zone should also use them to boost their livelihood and income which is one of the major objectives of ATASP-1 which is to create employment and income generation along the agricultural value chain of Rice, Cassava and Sorghum.
The event was attended by top management and support staff of ATASP-1, as well as facilitators and farmers from the four participating local governments in Anambra State.
There is an ongoing site visit to the three selected areas at the Zone. Led by the Zonal Program Coordinator, the purpose of the visit is to assess the terrain as well as the topography of the sites (upland) for the Irrigation Schemes in Kebbi State. They are Buma/Fana site 186 hectares, Dandi Local Government Area, Dolekaina/Fana site 470 hectares, Dandi Local Government Area and Aljannare/Barbarejo site 827 hectares, Suru Local Government Area.

The Agricultural Transformation Agenda Support Program Phase One (ATASP-1), National Program Coordinating Team (NPCT) consisting of the National Program Accountant, Mr Ezra Habila and the National Auditor, Musa Mohammed on May 24 inspected the newly procured agricultural equipment for ATASP-1 farmers at the Adani-Omor ZPIU Zonal Headquarters, Awka, Anambra State.
The look-over of the facilities was led by the Zonal Program Coordinator, Mr Romanus Egba, while other relevant Zonal Staff were also present too.
The agricultural machinery, also known as agricultural tech, are essential tools for improving agricultural production, as they will help the farmers to grow more crops in less time and with greater efficiency.
ATASP-1 Kano-Jigawa Staple Crop Processing Zone, on 14th April 2023, held a step down training on Nutrition and Community Health at Rurum Central Primary School in Rano Local Government Area, Kano State.
Addressing the Participants shortly before the commencement of the training, Zonal Gender Specialist Alh Adamu Bala, said the main policy thrust of the training is to among others train women on processing of complimentary food for infants, Babies, young children and adults as well as to supplement the required nutrients, serve as source of income generation by selling their products apart from family consumption.
The Zonal Gender Specialist was in company of the Outreach and Agribusiness Specialists Alh Abdu Sule and Alh Sanusi Mohammed.
The Training was conducted by Hajiya Halima Abdullahi, It was also held in Bagwai Local Government Area, while similar trainings will be conducted at Bunkure Local Government Area, and similar workshops are to be held at Five Local Government Areas of Jigawa State.

ATASP Farmers, Processors, Others Conclude Training on Sorghum Post Harvest Management In Awka

A Two-Day Trainers Workshop for ATASP-1 Facilitators, Farmers, Processors and Zonal Outreach Officers on Improved Sorghum Post Harvest Management and Marketing wrapped up on Friday, March 31, 2023 at the ATASP-1 Adani-Omor Zonal Headquarters, Awka.
The workshop organized by ATASP-1 in conjunction with the Institute for Agricultural Research (IAR), Ahmadu Bello University, Zaria witnessed practical training sessions on Community Aggregation And Warehousing Of Sorghum Grains by Dr. O'seun Ojeleye; Market Advisory Service For Sorghum Producers, Marketers And Processors by Dr Henry Egwuma as well as Digital Marketing Skills Development In Order To Access Wider Or Global Markets by Dr Abel Gomina, all from the Institute for Agricultural Research/Faculty of Agriculture, Ahmadu Bello University, Zaria.
The National Program Coordinator, Ibrahim M. Arabi was represented by the National Agribusiness Specialist, Dr Kunle Alege and Safiyan H. Ramadan, Technical Assistant, National Agribusiness. Also at the program was the Zonal Agribusiness Specialist, Chinelo Obiefuna and other outreach officials of the zone.
Earlier in his welcome remarks, the Zonal Program Coordinator, Mr. Romanus S. Egba urged the participants to make good use of the knowledge gained and ensure that they go back to their communities and train others. He thanked the resource persons and the NPC team for their efforts in putting together such important training which he said would go a long way in actualizing the goal of ATASP-1, especially in the area of value-addition and wealth creation.
The Agricultural Transformation Agenda Support Program (ATASP-1) Adani-Omor Staple Crops Processing Implementation Zone, kicked off a Two-Day Follow-Up Training for Facilitators, Farmers and Processors on Cassava Post-Harvest Management, Processing, Value Addition, Food Safety, and Standards on March 27, 2023at the Zonal Headquarters, Awka-Anambra State.
Declaring the training open, ATASP-1 National Program Coordinator, Dr. Ibrahim M Arabi, represented by the National Agri-Business Specialist, Dr. Kunle Alege, he stated that the follow-up training was organized as part of the commitment of the program to tackle the post-harvest management, processing and value-addition challenges faced by farmers. Dr. Alege urged the participants to take the practical training seriously to enable them to translate the knowledge gathered into action.
The training was conducted by a team of resource persons from the National Root Crops Research Institute, Umudike-Abia State led by Dr. Mrs. Helen Anyaegbunam, Assistant Director/Coordinator, Extension Research Programme. Dr. Benjamin C. Okoye, Production and Market Economist/System Analyst, Cassava Research Programme, trained participants on Business Plan Development for Garri, Starch and High-Quality Cassava Flour (HQSF) Production. Dr. Anyaegbunam also trained participants on Farm Management and Record Keeping while Mrs. Odey Llywelyn Agbo, Entrepreneur/Processor at the Cassava processing center, trained participants on Cassava Post-Harvest Management, Processing and Value Addition as well as Production of improved Garri, Starch and High-Quality Cassava Flour.
Earlier in her address, the Zonal Agri-Business Specialist, ATASP-1 Adani-Omor Zone, Chinelo Obiefuna disclosed that participants at the training were expected to carry out step-down training in their local communities to ensure that more people benefit from it.
The National Program Coordinator (NPC) ATASP-1 Dr. Ibrahim Mohammed Arabi has been conferred with the traditional title of WAKILIN RAYYA KASAN AGAIE by the Emir of Agaie, Alh. Nuhu Yusuf.
This was announced today by the Emir of Agaie when the NPC and ATASP-1 staff paid him a courtesy call at his Palace.
The Emir who expressed happiness with the presence of ATASP-1 in the state particularly in his domain however sought for actualization of Loguma irrigation scheme.
Alh. Nuhu Yusuf explained that ATASP-1 has done well especially in training the youths in modern farming and other activities in the Agricultural Sector.
The Emir then assured of the Emirate support and prayers so as to achieve the main goals of ATASP-1.
Earlier the NPC, Dr. Ibrahim Mohammed Arabi said he was in Bida-Badeggi zone to see projects carried out by the Zone.
He then assured the emir of more projects in the zone if ATASP-11 comes on board.
In his remarks, the Zonal Program Coordinator ZPC, Engr Ibrahim Haruna Manta thanked the emir for the honor done to ATASP-1 family by conferring the title to the National Program Coordinator saying that this will go along way to ginger for ATASP presence in the area.
The NPC had earlier inspected Bakeko-Lafiagi, Agaie-Boroko roads as well as one block of two classroom in Agaie.
The ATASP-1 National Program Coordinator NPC, Dr. Mohammed Arabi is presently in Bida-Badeggi zone for a mission to ascertain the completed infrastructure.
The NPC who arrived on Tuesday(14/03/2023)immediately held an interactive meeting with the whole staff from the zone which he later went round to the community integrated garden own by the office.He is being accompanied by the top management staff from the National office, Abuja.
The Zonal Program Coordinator ZPC, Engr. Ibrahim Haruna Manta who took the NPC round the completed and uncompleted infrastructure, took time to explain in details the activities of the zone.

ATASP-1 Team of experts made up of the National Gender Specialist, Mrs Benny Onota, Adani-Omor Zonal Gender and Social Development Officer, Mr Chinedu Ugwuta, and the Zonal Agribusiness Specialist, Chinelo Obiefuna, alongside the Resource person, Dr. Francisca Nwonuh carried out Sensitization of School Children on Basic Nutrition, Health and Management of Prevalent Diseases in select schools built by ATASP-1 in Anambra and Enugu States as part of the ongoing health awareness campaign of the program in Adani-Omor Zone.
The schools visited included the Amede Primary School, Ezimoagu and Aguorba Primary Schools, all in Udenu Local Government Area of Enugu State as well as Ogbakuba Primary school, Ogbakuba (Ogbaru LGA, Anambra) and Ezira Primary school, Ezira, Orumba South LGA, Anambra state.
The team taught the participating pupils with relevant health instructional materials with practical demonstrations during the campaign. Below are picture highlights.

ATASP-1 Kano-Jigawa Zone on Tuesday 7th March 2023, held Sensitization of School Children and Teachers On Basic Nutrition and Management of Diseases in ATASP-1 Constructed Schools.
The Sensitization which took place at Zikiya Primary School, Gwaram LGA, Jigawa State, was organized by the Gender Department of the Programme.
The Sensitization covers Environmental sanitation, Malaria, Cholera, Malnutrition, HIV/AIDS, COVID 19 and Diphtheria.
Kano-Jigawa Gender Specialist Alh. Adamu Bala Isa Represented National Gender Specialist Mrs Onota, while the Zonal Program Coordinator Alh. Auwalu Ado Shehu was Represented by the Zonal Outreach Officer Alh Abdu Sule.
The Occasion was attended by the Village Head of Zikiya, Chief Imam as well as some Parents and Youths in the area.
